Proverbs 14:16
16A wise man fears and departs from evil,
But a fool rages and is self-confident.
-Proverbs 14:16
Romans 2 shows how the goodness of God leads us to repentance. We have many places in Scripture that also shows that by the fear of the Lord men depart from evil. Why should fearing evil constitute a man as being wise? The man who has wisdom sees the consequences of evil. It opposes the Lord, and partaking in such wickedness puts you on the opposition of Him. The fool trusts in himself and his own ways. There is no fear of God before his eyes. And as such, there is no cause to depart from evil. Fear the Lord and depart from evil. Cling to the goodness of God.
